Initiation Fee Referendum Results –
Referendum Deadline: August 24, 2023
To amend Article VIII Assessments, Section 7 Initiation Fee of the Covenants, to increase the Initiation Fee to $50,000 for both Homes (Family Dwelling Unit) and Residential Lots. If approved, the initiation fee increase will go into effect on October 23, 2023. Homes and lots under contracts of sale filed by end of day on Sunday, October 22, 2023, will remain subject to the current initiation fee of $35,000 for homes and lots, even if closing occurs after October 23, 2023.

Covenant Change Referendum
Referendum Deadline: June 30, 2023
To approve the following language as an update to the Long Cove Club Covenants, Article VIII, Section 4: Basis of Annual Operating Assessment – The Board shall establish the annual Operating Budget and the respective annual Operating Assessment. The annual Operating Assessment shall be determined by dividing the total anticipated Operating Expenses reflected by the Budget by the total number of Residential Lots or Single Family Dwellings subject as of the date the Budget was adopted. The Board shall submit the annual operating budget and annual Operating Assessment to the Membership for its approval, however the Board may bill and collect from the Membership an amount equal to 100% of the prior year annual Operating Assessment without the approval of the Membership. The annual Operating Assessment must receive the assent of a majority of the votes of the Members responding to a Referendum within thirty (30) days of mailing of the Referendum. Such Referendum shall include a statement prepared by the Directors of the Association favoring such assessment stating the reasons therefore, together with a statement prepared by dissenting Directors, if any.

Irrigation System Referendum
Referendum Approval Date: March 20, 2023
To approve the expenditure of capital funds in the amount of $3,200,000.00 for the replacement and installation of a new irrigation system for the Long Cove Club Golf Course. The funds utilized for this project will be the money in the Special Reserve Capital Funds and a Special Assessment, if necessary. The Special Assessment will range from $0 to $1,930.00 per Residential lot and/or Family Dwelling Unit. The methodology for the calculation of the Special Assessment is set forth in the narrative in this referendum packet. The amount of the Special Assessment, if any, will be determined at the conclusion of the golf course irrigation project.

To approve $750,000 for the replacement, relocation and installation of a new pump station. The cost for this project is fully funded in the Long Cove Club Capital Plan and no member special assessments will be required for completion.

If approved, the initiation fee increase will go into effect on April 18, 2022. Homes and lots under contracts of sale prior to April 18, 2022 will remain subject to the current initiation fee of $20,000 for homes and $19,900 for lots, even if closing occurs after April 18, 2022.

Establishment of Special Reserve Capital Funds: To add a second paragraph to Article VII of the Bylaws, Financial Policies, Section 3 – “In addition to the above, the Association will authorize and administer special reserve funds within the Capital Fund to satisfy or partially satisfy future capital projects or emergencies that require funding from capital reserves for implementation. These special reserve funds will come from the excess amounts collected from Initiation Fees over and above the budget amount allocated for that year. Additional sources of funds may include: a) Any Board approved amount designated from a government support program that produces an audited surplus; and or b) any other Board approved amount designated from a prior year audited operating surplus. The special reserve funds may only be used for the purposes expressed in this paragraph. Except for emergency expenditures, the use of special reserve funds must comply with the requirement of member approval.”
